1. Describe what strategies you would use to undertake research and to consult with others to develop policies
The National Quality Framework for Early Childhood Education and Care has a lot of benefits for children and their families as it improves the quality of education along with the health and wellbeing of the child. However, the policies of the NQF can be further developed through various strategies that involves research and consulting with others. These strategies include standard setting arrangements, quality assurance arrangements, progression arrangements, information arrangements and monitoring. The standard setting arrangements consist of establishing a standard for national and part qualifications to cater to the nation’s education and skill priorities. The quality assurance strategy requires implementation of Q&A within each sub framework to determine the development of better policies (Thomasm& Nuttall,2014). The progression arrangement strategy prioritizes the career path of competent learners and workers who act within the NQF framework. The information arrangement strategy requires accurate and timely information to be available to the stakeholders in NQF early childhood education and care. Finally, the monitoring strategy is essential to oversee the progress of NQF standards and policies for making it even better in the future.
2. List the possible key stakeholders who should be consulted throughout the policy development process
The key stakeholders who should be consulted through out the policy development process includes the Staff members of NQF, Management members like coordinators and directors of NQF, families of the children and the community members who form an integral part of the NQF relevant policies.
3. Outline the process when developing a consultation plan
The basic outline of the process of developing a consultation plan includes the following aspects. Arranging a policy writing and reviewing team is necessary to ensure all participants understand the process and have ample time to complete the task. Organizing all the policy documents is also essential as a log file is required to track all the issues that might come up. Sources of information for reviewing the policies is also very important and NQS regulations should be included in the consultation process. In addition to this, stakeholder input and review is equally important for implementing ideas and opinions of the families, parents and other stakeholders (Fiscella, Burstin&Nerenz, 2014). This can provide innovative ideas and alternative perspectives to the consultation plan. Furthermore, including policy currency, accessibility and endorsement forms important parts of the developing process. Finally, implementation and evaluation of the consultation plan is necessary before updating the staff and parent handbooks and develop clear guidelines of the procedures.
4. Describe the possible policy implementation issues, including the monitoring and evaluation process
The possible policy implementation issues include conflict among staff members regarding the approaches of educating and caring for children. There can even be differences between child rearing practices between the service provider and family of the children due to unclear understanding of the policies. Various issues may also arise if families of children fail to understand the policy, philosophies, procedures and practices of the service. However, this is a mere communication and can be resolved easily. Even policies that are outdated or unable to cater to the needs of the children, families and staff members can cause problems in policy implementation. Failing to monitor the policies when developed and updated can cause future implementation issues. Filing away and forgetting about the policies until review time is an issue regarding evaluation of the policy.
5. Explain the document formatting features you should consider when drafting polices
The document formatting features when drafting policies include preparing a policy folder either digitally or in hard copy and a list of required and proposed policies should be documented. Logically grouping the policies would allow developing a table of contents which make it easier to distinguish between topics like administration, management and staff. A policy document template is also necessary that includes headings and footer styles to make the document consistent and also incorporate a version control table from it (Hunkin, 2018). For tracking the issues regarding the updates, a policy issue log must also be developed in the policy draft. A review schedule is also required for prioritizing the contents that might need more frequent updating than others. Finally writing each policy on a separate page makes it easier to update and all these formatting features make it an ideal policy drafting.

The evaluation of draft policies include testing them to ensure the practices and procedures are achievable and realistic. When faced with any obstacles it is essential to go back and review the policies again and finally the staff and parent handbooks should be updated during the end of the evaluation process.

Discussing and agreeing about the changes that should be made with the team is a part of review process. This is essential as without the inclusion of these factors, policies might be out of date or fail to meet the needs of the children, families and staff. As staff members or educators, families and children all have a different role in the newly developed policy, it is essential to include current legislative and regulatory environment to promote the objectives of the service. Moreover, taking the values and culture of the staff and families into consideration ensures that the newly developed policy caters to various background and values of the educators and families and they are comfortable in pursuing the new policy.
9. How would you ensure policies are relevant at global, national, state/territory and local levels?
When developing new policies, it should be developed in such a manner that it is relevant to the global, national, state and local levels equally. One of the best ways to make policies equivalent at all levels is by involving people from all sections when developing the policy. This is generally done through multiple meetings after the implementation and evaluation of the policy. This is generally considered as ongoing continuous improvement when people from all levels are provided the final draft and agree on the final changes (Cook, Corr&Breitkreuz, 2017). A consensus agreement on the final policy ensures that the developed plan is relevant to global, national, territorial and local levels regardless of the culture, values and objectives of the children, families and staff.
10. Describe how you would test draft policies
The best way to test draft policies is to choose 2 or 3 of them and apply the policies on a practical scenario and check whether they turn out to be realistic in that environment or not. Reflecting on the validity and usefulness of the policy also helps in identifying the strengths and weaknesses in the policies. When conducting the tests, risk management and necessary protocols should be implemented to ensure the testing matches a real-life situation. Furthermore, adapting risk assessment would help to solve any identified risks during the test. The individuals implementing the policies should be assessed to gain valuable feedback on their own understanding of the policies. Based on their feedback, necessary changes and upgradation can be made in the policies.
