Introduction

The project delivery system is an essential tool in order to implement a project properly with the possibility to reach the desired objectives. It is mainly dependant on certain project demands, specific characteristic traits of the expectation from the project and the possible consequential circumstances of the project owner and the successful completion of the entire project team. It is very evident for any project to acquire in order to recover the potential challenges. It can be illustrated as a systematic and detailed metric that consists of the exclusive arrangement by which the competent outsourcer is supposed to provide appointed job. On that note, it can be illustrated that the expectations of a project owner is usually resonates with the expected things such as time-intensive project delivery within reasonable price, deliverables of high quality and the completion of tasks within a reasonable duration. In certain cases, the appointed staffs are required to maintain a low-cost life cycle holds more importance than the incipient cost.   

Significance of project delivery system

It is evident that the project delivery system acts as an integral system that helps in organizing and financing of project designs, construction, maintenance as well as operations of the proposed project plan through legal contracts between two or more parties (El Asmar, Hanna & Loh, 2013). In other wo5rds, the project delivery system can be defined as the method through which a project plan is contracted to execute its construction that tends to include, designing of the plan, design-bid-build and its overall operations. It is noted that proper execution of the project delivery system help the project managers as well as the other parties involved in tactfully mitigate several threats related to the project plan. Notably, the appropriateness of the project delivery system tends to vary depending on the situation it is proposed project plan, the scope of teh project, the market risks involved, etc. Notably, the project delivery system tends to have three different approaches (Fong, Avetisyan & Cui, 2014). They include Design-bid-build, Design-build and Construction manager at risk. The significance of the project delivery system is as follows:

• Transfer of the risks to the Construction manager
• The cost of the contract is fixed at the contract award
• It is noted that, the required level of resources as well, as that of teh expertise is comparatively less
• Effective communication between the stakeholders of the project
• One of the major advantages is that, the construction may be started before completion of the design and thus, saves schedule time. 

Applications of the Project Delivery system

It has been an exaggeration to admit that prudent project delivery framework is an integral component for every project to complete it in accordance with the desired objectives. On that note, it is worthy to address that the proportion of precision is diverse as per the expectations, desired objectives and the immediate circumstances of the project (Cardenas, 2016). The system that drives the entire project may be diverse in accordance with the desired objectives, goals and the restrictions of time and cost, the potential stakeholders and the acting players of risk and the prevalent conditions of the project. It depends also on the impulse of the project and the wise project owners investigate the substitutes of the potential possibilities of success and collapse. In some cases, the owners of certain project expects similar kind of the expectations and that usually ranges from low or feeble constructional costs, precision and highest quality and the projection of reasonable duration of project completion (Cui & Chen,  2014). In some cases, the project transforms itself with some unprecedented measures where the clients usually come up with unconventional and to some extend weird demands. These awkward expectations can be highlighted as the swift implementation of undertaken strategies due to the abrupt enhancement of delivery. Furthermore, some of the owners vehemently addressed the fact to maintain the prevalent cost-structures with low-life cycle in order to support their business strategies. In most of the cases of weird demands from the project owners should be addressed in such a way that the owner commands the entire design and foundation of some of the significant aspect of the projects that holds the status of paramount in the context of the underlying project (Qiang, Wen, Jiang  & Yuan, 2015).   

Various implications of Project delivery system

 In order to device a prudent and proper project delivery plan, some of the integral steps needs to be carried in order to ensure the success of the project. One of the paramount steps that need to be carried out is to transparently specifying the absolute objectives of the project while emphasizing on the characteristic issues that have the potential to affect the entire oeuvre of the project considerably. The objectives have been systematically arranged in terms of the priorities of the appointed tasks. In some of the cases, the constant alteration of the project initiatives is governed by the frequent alterations of the structural design of the entire project framework. The project needs to be delivered on time in order to transmit the efficiency of the appointed parties and in turn en flow the project owners with the relative competitive advantage in this highly volatile and competitive business atmosphere (Mogerman,  Mendis& Hewage, 2016). 

Disadvantages of Project delivery System

The project delivery system is a necessary requisite in the complex business community of today. It not only helps the management of an organization to focus on the core business areas, but also helps in proper execution of the proposed project plan. However, it is noted that, there are certain limitations and shortcomings that may hinder the execution of the project plan or create any other contingencies. Thus, in certain cases it becomes the responsibility of the project manager to adopt additional measures in order to ensure success of the project. The major drawbacks of the project delivery system are listed below:

• Less control: One of the major drawbacks of the project delivery system is less control in the hands of the project owner. It is evident that, the project plan is handed over to the contractor and the owner tends to lose his control over the execution of the project. It may happen that the contractor may not comply with all the specifications as provided by the owner and may carry out the project according to his or her own plan. 
• Need for early requirement definitions: It is very important to give proper and clear specifications of the project plan to the contractor. The design that is to be made, the way the plan is to be executed, and other requirements are to be clearly specified to the contractor. 
• Compliance issues: It may happen that the contractor may not comply with all the requirements of the owner. This tends to create ambiguity at the time of delivery of the project. 
• Payment issues: Usually, it is noted that, there is payment bond that describes all the terms related to the payments. However, it is noted that, there may arise certain disputes among the owner of the project and the contractor regarding the payments periods in case of partial payments (Zeng et al. 2014). 

Conclusion

The review above is supposed to shed light and expected to provide a brief overview of the project delivery system. In the course of above study, the moot essence of project delivery is extensively elaborated in order to develop a sound understanding. Moreover, the usual expectations and requirements of project owners has been evaluated and systematically expressed through an analytical framework in order to address the essential requirement for a project to finish accordingly. The project delivery plan is an oral agreement that the owner perform with the subordinates appointed with the liability to provide the deliverables within the expected time. Apart from the conventional requirements, some of the owners ask for several unique aspects incorporate incorporate in their specific project. Projects with immediate completion of the project usually emphasizes on the aspect of faster implementation of business strategies instead of maintaining the cost structure. In the light of above study, it can be concluded that the excellence and the risk-propensity depends on the paramount objective of the owner with specific requirements and product circumstances.
